Shareable development is the inevitable requirement of building a moderately prosperous society and realizing the ideal of common prosperity,thus in an important period of the decisive stage to building of a moderately prosperous society in all respects,The fifth plenary session of the 18 th CPC central committee put forward The Concept of Shared Development to cope with the problems in the development in construction of people's livelihood.At the same time,Fundamental education is the cornerstone of the comprehensive development of individuals and the important part of the national education system,however,thanks to the new period of current economic and social development,the unbalanced distribution of resources in fundamental education is becoming increasingly protruding,making it one of the important issues in the construction of the people's livelihood.In view of this problem,through the description of the present situation of the basic education resources allocation in our country,from the angle of the shared development,this paper analyzes the unbalanced reasons in the process of the allocation of the basic education resources in our country,and applies the connotation of The Concept of Shared Development,that is,the sharing of all the people.Through this exploration,we have realized the real value of The Concept of Shared Development,that is,The Concept of Shared Development applies to the people's most concern,through this exploration,we can think about the way to realize the equilibrium of basic education resources allocation in four aspects: overall sharing,co-construction and sharing,and gradual sharing.Through this exploration,the real value of The Concept of Shared Development is realized,that is,The Concept of Shared Development is applied to the most concerned,direct and realistic interests of the people,and the problem of social equity and justice is solved.Specifically,the paper is divided into seven parts:The first part is the introduction.This part mainly expounds the reasons for the topic and the research value?research status?research route and research methods? research difficulty and focus and innovation points?relevant concepts.The second part concretely explains the formation process of the shareable development,firstly,from Mao Zedong as the core of the Chinese Communist Party 's exploration process of shared development concept until the current Xi Jinping,secondly,the theoreticalconnotation,theoretical characteristics and practical value of The Concept of Shared Development are analyzed in turn.The third part focuses on the relationship between the shareable development and the balanced allocation of fundamental education resources,that is,Shareable development is the theoretical basis for guiding the balance of the allocation of fundamental education resources,and achieving the equilibrium of fundamental education resources allocation is also one of the goals of shareable development.The fourth part,from the perspective of shareable development,describes the current situation and problems of fundamental education resource allocation in China from the following four aspects: the quality of resource allocation,policy system,educational modernization governance and allocation effect.The fifth part starting from the shareable development perspective,in-depth analysis of the influence of fundamental education resources balanced allocation of factors,the main influence factors by limited,total education resources allocation of fundamental education resources balanced gradually,fundamental education resources balanced effect of delayed three aspects.The sixth part uses the profound connotation of The Concept of Shared Development,realizes the path choice of the basic education resources allocation,taking the common construction and sharing of the whole people as the foundation,sharing the basic education resources in an all-round way,and is not eager for the allocation of the basic education resources.Adopt the method of gradual sharing,and strive to achieve the goal of sharing quality basic education resources all over the country.The last part is the conclusion.On the rational and effective use of existing resources,explore and discover potential resources,build a comprehensive grasp of allocation of fundamental education resources co-construction,public sharing,full sharing,,progressive sharing connotation in the allocation process,completely break the balanced allocation of educational resources is the absolute equality of ideas.
