The government vigorously promotes the education informatization project in ethnic minority areas; its value goal is to realize the modernization of education in rural ethnic areas. The government successively implemented “the Distance Education Project in Rural Areas”、 “Weakness School of the Rural Compulsory Education Improvement Plan” and “Teaching Point Digital Education Resources Full Coverage”, to enhance the construction of education informatization in rural ethnic areas. Under the execution of this series projects, the process of modernization of education of the rural compulsory education has been greatly promoted. A large number of hardware and resources of education informatization rapidly get deployed in middle and primary school of rural ethnic areas, the education department’s information construction effectiveness evaluation said this series projects had a good situation. However, in practical applications, what exactly the application results of the deployment of hardware and resources are? This is the origin of this research.This study takes Gongshan county Yunnan province as the field investigation, using the interview method, participatory observation and the questionnaire survey to collect data. In the field investigation, the theme of the survey including: education informatization infrastructure configuration, digital instructional resource usage and education informatization talent team, etc. From education bureau’s management personnel of education informatization, school leaders and subject teacher perspective, analyzing application effectiveness of education informatization. Through on-the-spot investigation,discovering the construction of education informatization of elementary education stage in rural ethnic areas Yunnan province,it’s hardware facilities have been relatively completed, nevertheless, there are a lot of problems existing, including software and digital resources insufficient application,underware concept deficiency,a large number of idle hardware equipment, etc. The construction of education informatization in rural ethnic areas gets inevitably influenced by geographical, economic, cultural and other factors, these make contradictions between the standard model of construction of education informatization and individuation and particularity of the rural ethnic areas more prominent, digital resources constructed as the standard model unavoidably exist problem of applicability poor, etc. in practical application.This research based on practical investigation in ethnic areas southwest, finding the disequilibrium between construction and application of education informatization in ethnic areas, after analysis, come to the conclusion that with regard to the construction of education informatization in ethnic areas, the government should aim at the specialties of the ethnic minority areas, not only does focus on the coverage of the hardware and resources, but also the actual effect of the hardware and resources in practical use. Only in this way, can we effectively help to solve the problems in practical application, indeed make technology effectively integrate into the compulsory education of ethnic areas, no longer the old way: just care about hardware and technology accumulation, avoiding the old way in the process of education informationization :hardware and technology blindly to pile up, software applications just deployment. so we can raise the utilization efficiency of hardware and software which have been deployed, make the hardware and software appropriately play a part in the compulsory education of ethnic areas.
