Scientific and technological innovation, scientific research into the need for talent, talent is propelling the progress of society, especially high-level talent is the guarantee of the social progress and talent penetrated into all fields of social life, who has the talent,who will be able to win in the fierce competition. With the rapid development of China’s economy, education is booming, for colleges and universities, the talent is the first resource of its development. Colleges and universities can not be separated from talent, especially the excellent high-level talent, with excellent talent to adapt to the trend of the times, in the same industry in an invincible position. However, the serious challenges faced by each university in the development is the lack of talent,universities want to survive and develop in the competition, it is necessary to cultivate a large number of high-level personnel training and introduction.Xinjiang colleges and universities located in the northwest of China, due to historical and practical reasons, on the one hand, it is subject to the pressure of colleges and universities in the western region, on the other hand, by the eastern and central regions of higher colleges and universities in the pressure. So you want to aim high in double pressure, you have to spend big price to introduce high-level talents,cultivate talents. Outstanding talent is the colleges and universities to enhance the visibility and enhance scientific research ability of security, the fierce war for talent,to the Xinjiang University provides more capacious development opportunity, and at the same time, the Xinjiang University experience a more severe challenges. Study on the introduction of high-level talent, not only to the development of universities in Xinjiang to provide perfect countermeasures and suggestions, but also conducive to the improvement of comprehensive strength and long-term development of collegesand universities in Xinjiang.This article is based on the analysis of the ideas of others, in accordance with the "put forward the problem- Analysis of the problem- to solve the problem" of thinking and writing. Firstly, based on the theory of human resource planning, human capital investment risk theory and the theory of content based incentive theory, the author puts forward the necessity of introducing high-level talents into three major theories. Secondly, according to the results of investigation and statistics, the author analyzes the current situation of high level talents in Xinjiang universities. Then,based on the current situation of talents, this paper discusses the problems in the introduction of talents in Xinjiang universities, and analyzes the causes of the problems. Finally, the paper puts forward the countermeasures and suggestions for the introduction of high-level talents in Xinjiang colleges and universities.
