The Study Of Low-rent Housing System-Take Shanghai Pudong New Area Huinan Town For Example

Low-rent housing system is an important part of China’s housing supply system; an important institutional arrangement of China’s housing security system; an effective way to improve the urban low-income persons’living environment. Although Shanghai is the first city which established low-rent housing system in China, the system itself is still not perfect. First, this article describes the history of Shanghai low-rent housing system and some effective attempt in the implementation process. Meanwhile, taking Shanghai Pudong New Area Huinan town for example, analyzing the problems which cause in the construction process of Shanghai’s low-rent system, such as policy coverage too narrow; the lack of security hierarchy, and so on. In addition, combined with Foreign and Hong Kong’s housing safeguard experiences and the Shanghai condition, I propose several countermeasures and suggestions to improve and to innovative Shanghai’s low-rent housing system. Including expanding policy coverage; establishing a multi-level allowance of low-rent housing system, improving the spatial distribution of low-rent house, improving the efficiency of welfare subsides, etc.
