In more than30years of the process of reform and opening up, there is constant development and expansion to the peasant-workers, which objectively became the third biggest social groups in the traditional farmers and urban residents, and the size of the peasant-workers are still growing, and plays an important role in China’s economic and social development."1025" period, China will further strengthen the employment services, and promote more peasant-workers realize the stable employment; We will improve vocational training, and to enhance the quality skills of peasant-workers; Strengthen social security, improve the rate of peasant-workers to join assurance and security level; Strengthen the law enforcement surveillance, protect the rights of peasant-workers; To strengthen the system guarantee, promote equal access to basic public service and the positive safe urbanization. Urbanization of peasant-workers can promote the social and economic structure transformation and development, and also directly affect the process of the construction of China’s contemporary modernization. Based on these backgrounds and significances, In this paper, choose Beibei as investigated regional, in order to have certain research about the decision factors on Urbanization of Peasant-workers.through arrange the questionnaire, gather the related factors which effect the urbanization of farmer workers, combined with the existing system, assumption is that the urbanization of farmer workers’microscopic decision-making mechanism, namely the expected benefits greater than its anticipated spending, and migrant workers itself is the will of the urbanization, the into citizens. In the survey data processing, the influence factors of urbanization of farmer workers will be divided into two kinds, namely personal factors and expected return factors. Personal factors include:gender, age, education level, training status, migrant time, marital status, location of spouse, their the number of children family raise, the level of home life,migrant workers, proportion of work income in household income, etc. Expected return factor is expected return into and out of the comparison results expected benefits, among them, and expected return into the related factors include:the city social security, children education, employment stability and the quality of life, and expected return from related factors include:"three right" remain or not, Life and living costs, social security to pay ability and cultural adaptation. The next to personal factors respectively and expected return factors assignment, using binary logit model in SPSS and calculation, thus according to the model conclude the results.The research in this paper main concluded the following conclusions:(1) In the process of urbanization, the most realistic, most conditions to increase the number of urban population and promote our country’s economic structure transformation, pull consumption, expanding domestic demand approach is transform peasant-workers into citizens,; Also is way to effectively improve the community survival conditions of China’s enormous peasant-workers. Every peasant-workers is a rational decision makers, have their own goal, will and choice, they pursue their interests, to determine whether to urbanization.(2) To promote the urbanization of peasant-workers, must study the decision factors of the agricultural laborer resident. Through these factors, solve the most concern factor of urbanization of the peasant-workers. Therefore, for peasant-workers to investigate, understand the basic characteristics of the urbanization and the revenue and expenditure of urbanization, preparing for further analysis.(3) Model results show that the urbanization of peasant-workers influenced by gender, education level, the amount of raising children, the proportion of work income in family income, and urbanization profits, among them, the profit is the most obvious influence factors. The model results combined with system, we can see the decision factors of the urbanization of peasant-workers.(4) To promote the urbanization of peasant-workers, must insist three principles. First, do not affect the labor supply to agricultural production; second, properly handle the "three"; Third is to stick the agricultural laborer resident later have to join city social security. Model results combined with the principles, this paper puts forward some policy suggestions, first is through the government, enterprises and leads, to their three joint efforts to solve economic problems. The government would provide public financial aid, to make every migrant workers well join social security system, to increase the supply of low-rent housing, Solve the problem of rural migrant workers where to live, at the same time, provide the oriented tax preferential policy to the enterprise, for those who provide jobs for migrant workers; The enterprises should actively improve production efficiency and social responsibility, solve more migrant workers on the employment, gain the directional striving for the national tax preferential policy, development and expansion of enterprises, at the same time, to a certain extent, resolve the employment problems; Migrant workers themselves should continuously improve the culture, the good attitude, improve work skills, to lay the foundation of the root in the city. Second, it is solved the relations between social security and land in the process of urbanization of farmer workers, wear the city five top hat well, second is to provide social security that peasant-workers gradually voluntary land; Third is to improve the education degree by peasant-workers; Forth is to solve the problem of urban migrant children admission; Fifth is to build a harmonious community environment, and let the peasant-workers feel home in the cities.
