Study On The Mode Of Enterprise-university-institute Collaborative Innovation In Liaoning Province

Enterprise-university-institute collaborative innovation is the trend of science and economic development. In the2013government work report, premier Wen Jia-bao pointed that, China should strengthen the connection between science and economy, try our best to establish the technical innovation system which keeps enterprise as main body, keep the market as the guidance, cooperate with industry, school and research. Since the1980s, China’s enterprise-university-institute collaborative innovation has present features that the diversification of synergy means and participation, specialization of cooperative service and the consciousness of government guidance. As one of the northeast China old industrial base, Liaoning Province has built strong capacity, as well as a large number of universities, colleges and research institutes. In the National Innovation System, Shenyang and Dalian have been pointed to be the innovative city, Liaoning has been pointed to be the innovative province. So on the basis of industrial base, research capacity and policy incentives, Liaoning province should have an advantage on the enterprise-university-institute collaborative innovation. While there are still many problems in science development, such as mismatch between scientific payoffs and production, unreasonable distribution of scientific and technological resource, shortage of capital in the cooperation, weakness for enterprises’ innovation and so on.This research is based on the investigation on the enterprise-university-institute cooperation by Science and Technology Agency of Liaoning province in September2012. By using the descriptive statistical method, this paper discovers that the stability, compactness and balance of Liaoning’s mode are low. Considering of the subject factors, interest balance, information accessibility and human resource, based on the synergy theory, this paper proposes that we must define the role of government, enterprise, university and institute, and perfect the supporting measures to improve strengthen the bond of enterprise, university and institute and efficient operation.
