The Evaluation Research On The Performance Of Energy Saving And Emission Reduction In Chinese Industrial Enterprises

This thesis is going to make some recommendations based on the evaluation about effects of the policy of energy saving implemented by China’s industrial enterprises from2005to2010, which would lay a solid foundation for fully implementing "the Twelfth Five-year Development plan" on energy saving and emission reduction and building a resource-saving and environment-friendly society.Firstly, by using the Frequency Statistics working with the principles and basis of evaluation system, this thesis analyzes the evaluation index of China’s industrial enterprises energy saving which were recorded by national statistical yearbooks and literature at home and abroad, and initially establishes the evaluation index system of the energy saving and emission reduction in Chinese industrial enterprises formed by48indicators. Screening from all evaluation index by the use of the Theory Analysis and the Delphi Method, it ultimately establishes the final performance evaluation index system consisting of20indications.Secondly, in the review on the basis of the Modern comprehensive evaluation method, the thesis uses the Factor Analysis to evaluate the effects of energy saving policies implemented by China’s industrial enterprises. This section will import the standardize data into SPSS statistical software, and combine the factor’s eigenvalues and cumulative contribution of variance with4common factors extracted from Scree Plot, by using the regression method to calculate the score for every factor, and taking proportion of the contribution rate of variance for each factor in the whole one as a weight, from which could take each score out for2005to2010and sort them. The result shows that from2005to2010the overall effect of the energy saving policy implemented by the industrial enterprises is good and is on the gradual rise; especially in2006and2010, which increased by a wide margin over the last year.Then, the thesis shows that the effect evaluated by the Factor Analysis is basically the same with the result obtained by the Expert Mark Comprehensive evaluation, which proves the evaluation result got through the Evaluation Index System built in this thesis is as scientific and reliable as the result obtained by the Factor Analysis; meanwhile provides foundation and reference in studying evaluation on energy saving performance for future scholars.Finally, the thesis raises some recommendations on the energy saving policy at government and enterprises level, which is in favor that implements the12th Five-Year Plan for energy conservation and emission reduction and the12th Five-Year Plan for industrial energy saving; and makes positive contribution to build a resource saving and environment-friendly society and to realize sustainable development of the national economy.
