Research On Energy Saving And Emission Reduction Efficiency Evaluation Of Hubei Province

In the increasingly severe under the background of global warming, China willface a lot of pressure on the environment and energy. Hubei Province is an importanteconomic province in Central China, which is the old industrial base and industrialcategories is relatively complete. After thirty years of extensive development, theeconomic development of Hubei province is encountering bottleneck, which mainlymanifested in the following aspects: fistly, the amount of energy and resource percapita is serious shortage; second, the environmental pollution is gradually increasing;third, the pressure of environmental carrying capacity is bigger and bigger; fourth,the economy faces huge downward pressure. Therefore, by studying efficiency ofHubei province energy-saving and emission reduction, which not only can solve howto improve the efficient use of energy, but also can improve the environmental poorsituation of Hubei province, thereby guaranteeing the sustainable development of theeconomy of Hubei province.This thesis mainly includes three parts. The first part mainly describes thecurrent status of economic development、energy consumption and energy-savingemission reduction efficiency of Hubei Province. By analysing environmental datumof recent years of Hubei province and finds that Hubei province’s economic status hasimproved significantly, momentum of economic development is good, but economicdevelopment relying on energy and the environment is still serious, rapid economicdevelopment is accompanied by high pollution、high energy consumption and highemission. In addition, compared to per GDP energy consumptio、per GDP energyconsumption、the industrial added value and the discharge of "three wastes" treatmentof6centrel province in China, Hubei province is not good in the efficiency of energysaving and emission reduction in the six central provinces, the per GDP energyconsumption in the central six provinces is not only lower, but significantly lowerthan the national average.The second part mainly builds energy-saving emission reduction efficiencyevaluation model of Hubei Province. First of all,from the resource consumption、comprehensive utilization and harmless treatment to construct the evaluation indexsystem of Hubei Province.then using grey correlation degree to analyse environmentaldatum from2007to2012of17cities of Hubei Province,and finds that the highestefficiency in energy conservation and emission reduction is Tianmen,Tianmen’s per GDP energy consumption、per power consumption and per industrial added valuesignificantly lower than that of other cities, and the efficiency of energy saving andemission reduction of Ezhou city is the worst, the per GDP energy consumption、perGDP energy consumption、 per industrial added value and the index value issignificantly higher than that of Tianmen.The third part mainly gives some suggestions to improve the efficiency of theenergy saving emission reduction in Hubei Province based on the above analysis.mainly from the optimization of the industrial structure, establishing a soundeconomic policies, energy-saving emission reduction, strengthening supervision andinspection of energy-saving emission reduction, technological innovation, thepromotion of energy-saving emission reduction market mechanism and mobilize thewhole society to participate to improve the efficiency of the energy saving emissionreduction in Hubei Province.
