The operation and development of enterprises depends on the talents, and the effective implementation of enterprise training is important to cultivate talents ability. But now most of the domestic enterprises are more concerned about the short-term training needs, mainly based on the training plan of each department of enterprises temporary proposed, but for the employee’s post match degree, occupation career planning is less concern, makes the strategic target of enterprise training and the lack of effective connection."Learning to map" as the foundation of training system is to solve the current problem of the best tool, it can become the enterprise evaluation system of training and development is an important basis and not perfect.The purpose of this study is to map the new theory is applied to certain communications branch this particular case by reference to study, attempts to design learning map based on the training system, help employees understand vocational their own direction of development and implementation of methods and means of the strategic goal of the enterprise, solve the problems at present the enterprise staff training in the lack of emphasis, training and employee occupation career design low correlation and training and corporate strategic development goals and so on, companies and employees to achieve common progress.In the process of study and make full use of the research methods of document study, interview, questionnaire survey method and case study method, through the evolvement of theory of employee training at home and abroad, demonstrates the importance of staff training; through the research on "competency model", and provide a theoretical possibility for constructing learning map; and from the the learning organization concept is introduced into the learning map meaning, map learning problem, learning map drawing method, learning map building model, provides the theory basis for the construction of the rich and solid learning map based on competency model. At the same time, based on the domestic and foreign operators4G operational experience for reference, analyzes influence of new business impact on telecom industry and intelligent terminal on the development of telecom operators, and focus on the training research perspective on certain communications company present situation and the existing problems are analyzed. Finally, analysis of the focus the clerk post development path of post carding, ability, achieve sales training system of competency model construction based on learning map.The conclusion of this paper is the clerk post learning map into training list, forming learning development handbook, and puts forward the job qualification evaluation or skill appraisal is the key link between employees and learning map, trainer is the key connection course list and the skills of employees.
