It is important to ensure food security which has a great influence on economic development and social stabilization as a big country in China. In recent10years, China’s grain production has been increasing year by year, but food supply and demand situation is not optimistic. It has been for many years that grain production can’t meet the demand. With the increase of population, the decrease of cultivated land and the level of consumption increase, the grain supply and demand will meet severe challenges. A potential food crisis is in China, and we should pay more attention to the problem of food security.Eighteen of the Third Plenary Session "on deepening reform of certain major issue decision" proposed that farmers have more rights on land use, income, transfer and mortgage in the farmland protection system. This caused the attention from all walks of life to the circulation of the land contract and operation right. Because food security is very important, and that food production is produced in the land, so the ensuring of food security in the transference of the land contract and operation right has become a focus. The transference of the land contract and operation right on food security has beneficial effects and adverse effects. The beneficial effect is that the transference of the land contract and operation right can solve the land fragmentation and land farming problems in a certain extent, achieve food large-scale production, improve the land utilization efficiency, promote the agricultural science and technology investment, so as to increase food production and food security. Its adverse effect is that the more and more serious of land transfer to "non food" reduces the grain acreage; poses a threat to food security in china.
