A Study On The Social Security System Of The Land-Loss Farmers In Nanjing

Land-lost peasants are the inevitable result of urbanization. Urban Expansion and economic development need lots of land, and they can cause lots of land-lost peasants. Because of deficiencies in land requisition system, Land-lost peasants’ living conditions and social security is not optimistic, and it will cause social unrest. Therefore, we should study social security of land-lost peasants.Investigating social security of land-lost peasants is the base to build land-lost peasants’ social security. This paper takes Nanjing as an example. It is found that land-lost peasants’living cost increased employment difficult for middle-aged, different ages have different needs.Problems in the land-lost peasants’ social security system include difficulties in regulating fund, instability of the land-lost peasants’ social security system, lack of stable sources of funding. The fundamental causes of these problems are urban-rural dual structure, and rural Social Security has always been at the edge of the national social security. The important causes of these problems are deficiencies in land system, such as rural land property rights unclear, deficiencies in land requisition system and rural land assets can not demonstrate.Many cities at home and abroad get some experience in developing land-lost peasants’ social security. We take model of Europe, United States, exchange land for social security and the land shareholding cooperative system as example to find some experiences include improving the land requisition system, promoting re-employment of land-lost peasants, bolding system.Based on those, this paper builds a system of land-lost peasants’ social security in the guiding ideology of legal protection, adapted to local conditions and the unity of equity and efficiency. The focus of the new system of land-lost peasants’ social security is to build system of old-age insurance, medical insurance and minimum living security. Some supporting measures are needed, such as improving the land requisition system, improving the employment training system for landless peasants, establishing financial regulatory mechanism and psychological adjustment mechanism.
