Research On The Pre-warning Management For Overseas Public Emergency Of Chinese Oil Companies

As the capacity of oil production can not meet the need of customers in China, thereis a rapid development in overseas business of our oil companies and the business scopeis expanding continually, which have made a great contribution to the security of oilsupply of our country. However, many vicious emergencies occurred frequently in theprocess of expanding overseas business, which has brought great losses to our oilcompanies and seriously affected their further development. So it is particularly importantto enhance the pre-warning management and take public emergency for effectiveprevention and control.(1) Previous preparation. It should be started from two aspects: theory preparationand fact preparation. Based on the related theory of public emergency and pre-warningmanagement, this paper analyze the public emergency that our oil companies are facingand the pre-warning management status. What’s more, this study also set forth theexisting problems regarding to the pre-warning management for overseas publicemergency of Chinese oil companies.(2) Foreign related work for reference. Foreign advanced pre-warning managementsystem and methods should be introduced, and the enlightenment from their pre-warningmanagement experiences also should be summarized.(3) Build pre-warning management system for overseas emergency. Combiningthe characteristics of Chinese oil companies with the foreign advanced pre-warningmanagement experiences, pre-warning management system for overseas emergency ofChinese oil companies should be built.(4) Put forward safeguards of pre-warning management system. According to theoperation characteristics of pre-warning management system, the suggestions andmeasures will be put forward to ensure its effective operation. It plays an importantguiding role for Chinese oil companies to prevent and control overseas emergencies andreduce the loss in overseas business.
