In recent years, with the implementation of "going global" strategy, more andmore Chinese contracting enterprises expand their business to overseas markets,which have achieved a great deal on overseas business. However, while achievingrapid growth in overseas business, certain companies have suffered a lot from variouskinds of problems, and labor management is among those of the representativetroubles. On the one hand, domestic labor costs seems never fall down, on the otherhand, most local employees are refused by Chinese contracting enterprises to avoidlabor disputes, which lead to a low level of labor management in their overseasprojects, thus the smooth implementation and profit space of the project are affected.Consequently, how to realize an efficient localization management of local employeesin overseas projects has become the most urgent task for Chinese contractingenterprises nowadays.Through sorting, classifying, analyzing and summarizing of various labormanagement obstacles encountered during implementation of labor localization, thispaper launched a thorough study of those obstacles so as to discover its root cause andcross-cultural background. In addition, this paper carried out a systematicalsummarization and analysis of those risk factors during labor localization process,such as labor management factors, site construction factors, environmental factors,Legal environment factors and social factors, etc. then corresponding measures andmethods are proposed based on those risk analysis, which offers reference for Chineseenterprises in labor localization management.Through systematic and comprehensive analysis and research of obstacles andrisks in labor localization management, this paper draws some preliminaryconclusions.(1) Labor localization management is the only way for Chinesecontracting enterprises expanding overseas market, but also the practical requirements.(2) Labor localization management should focus on risk management and research.(3)Sound labor management system is the basis and guarantee of localizationmanagement.(4) Diversified and flexible management tools are objectiverequirements for Chinese enterprises to achieve localization management.(5) Humane management is the key to realize successful labor localization management inoverseas projects.This study could offer practical reference for Chinese contracting enterprises toexplore overseas markets. A systematic analysis and research of a series of obstaclesin labor localization management could enable Chinese contracting enterprisesobtaining in-depth understanding of the meaning, risk, dealing method andimportance of labor localization management. Therefore, Chinese contractingenterprises could implement labor localization management step by step as per theirown situation in the process of expanding international market, which is much helpfulfor to enhance brand influence of the enterprises as well as improve overall economicefficiency.
