Project culture has gradually been stronger impact on project success. Especially in the oversea projects mixing different cultures, Culture management is being prominent to become one of the critical factors to project success so as to be the focus of project management.The writer of this paper researched several oversea oil technology service projects conducted by C company that include the natural-gas process plant of H country in the middle-Asia and the long-distance gas pipeline project of Y country in the middle-east area. The research found the performance of these projects kept lower proficiency. These projects hardly reached the original goals of time, cost, quality, as well as client's satisfaction. Analyzing the executing processes and results of these projects, the paper reasoned the culture diversity and culture management as dominant factor which cause whether a project success or not.This paper describe the typical culture conflicts encountered in the oversea oil service projects of C company, give the addresses of culture conflicts, set up a procedure and a model of C company's oversea projects about how to build project culture. The writer emphasis that building eligible oversea oil service project culture must base on a world common value containing"just, equal, honest and science", a plat form with common language used by all project stakeholder, the project manager with full culture-awareness use organizational elements as glue to integrate the C company's culture, Chinese culture and host nation's culture.C company is a typical large-scale state-owned company, its culture conflicts and addresses encountered in the oversea projects can be reference for others. The writer hopes this paper could help to build Chinese project culture management body of knowledge and spread it into the practices of oversea project management.
