To promote the development of asset market of rural land, can alleviate the shortage of land in city and the problem of lower utilization rate in remote areas of farmland, At the same time, but also can effectively reduce the potential risk of spontaneous circulation of farmland, promote the intensive farmland utilization, realize the efficient allocation of land assets in urban and rural areas. It is necessary to establish the rural land assets market according to law, to stimulate the countryside land assets, to provide a platform for trading assets of rural land, to increase the income of farmers. Establishing and perfecting rural land assets market, ensuring that in the allocation and utilization of resources,both urban and rural area have equal rights and opportunities, and eventually to realize the true meaning of fairness and justice. To promote the orderly development of asset market of rural land, which is necessary to realize the balancing urban and rural development, and necessary foundation of new rural community, but also has important significance for the construction of a harmonious society.Chongqing city as the area of the first test zone of china comprehensive reform of urban and rural, household registration system reform and socialist new rural community construction, made test in a large number of rural land circulation, achieve a lot of achievements. This paper selects Zhongxian Three Gorges County as an example, through the literature review and field survey method, take the participatory rural survey method, qualitative analysis and quantitative analysis, and the combination of research and empirical research to study the development of rural land assets market, in order to provide the certain theory reference for the reform of rural land system and rural land for construction use into the market, this paper mainly solves three problems:one is based on rough set theory, using the comprehensive evaluation method for the 2007 and 2012 Zhongxian rural land assets market’s evaluation, trying to figure out the development situation of the land assets market in rural areas of Zhongxian. Two is based on survey data in the Zhongxian, through brainstorming and Delphy Fa explore the influence factors of rural land asset market’s development, and then use the generalized grey relational analysis method for the quantitative analysis of influencing factors. Three is the application of Delphi method, brainstorming method to explore the rural land assets market risk source, then uses analytic hierarchy process for quantitative analysis. And reached the following conclusions:(1) Asset market of rural land has changed greatly in the years 2007-2012, the overall trend is good, the evaluation model of total score out of 1, up from 0.2278 in 2007 to 0.7476 in 2012, rising value of 0.5198. Value from high to low as farmers cognitive C5, trading mode of C1, the size of the transaction C2, market supervision and C4, C3 scores improved intermediary organization.(2)Through the Delphy and generalized grey relational analysis method, qualitatively and quantitatively analysis the influence of rural land assets market’s development and change in Zhongxian, and summed up to the policy of rural reform, development of rural economy and society and the change of driving farmers livelihoods change three categories of factors. From the single factor, the scale of operation of land intensive, modern agriculture leading enterprises, agriculture related financial loan scale and peasant employment training coverage are important driving factors affecting the change of rural land assets market.(3)Qualitative analysis of the risk sources from 6 aspects by the methods of brainstorming and Delphy, and adopt the analytic hierarchy process (AHP) to calculate the quantitative outcomes, and the outcomes suggest that there may have rural land property rights management risk, the rural social security system is not perfect risk, the lag of reform of rural land system risk, and irrational income distribution risk etc.
