In addition,we have established a urban state-owned land assessment system of quality and value, which suited to china’s national conditions. However, rural land assets evaluation market is still in its infancy. The worse is that the rural land price system and the market mechanism has not formed yet. The innovative decision provide a good policy environment for the development of rural land assets assessment market.This paper takes Zhongxian as an example, the related basic data collection through the actual investigation, review of relevant literature, the theoretical research and empirical research method, combining qualitative analysis and quantitative analysis of combining method was used to analysis the development of rural land assets assessment market, it can provide an empirical reference for the future scientific promoting of rural land assets assessment market.This paper mainly studies the following three scientific problems:(1) The research of present situation of the rural land assets evaluation market. We should understand the current situation of the development of rural land assets evaluation market,find out the existing problems timely which has an important theoretical significance to promote and perfect the rural land assets assessment market. This research analyzes the current development of rural land asset evaluation market in Zhongxian based on the literature review and field research, from qualitative and quantitative perspectives. Qualitative research find that on the one hand the demand of the development of rural land asset evaluation in Zhongxian is large, the supply of land asset assessment is insufficient on the other hand. Quantitative research find that the level of rural land assets evaluation development market in Zhongxian shows upward trend in general, but the development is still relatively backward.Economic development and policy reform become the two major factors affecting the development of rural land assets evaluation market in Zhongxian.(2)The effect of farmers’ livelihood assets difference on rural land assets assessment requirements.Farmers are the organizer and executor in rural land use.Based on farmers’ perspective, understanding the farmers needs of the assessment has a certain practical significance for promoting the development of rural land assrts evaluation market. Three villages and 584 households were investigated and sampled in Zhongxian County. Measuring index system of household livelihood assets is constructed; Through Gray relation analysis model and Probit regression analysis, the existence and influencing degree of coupling relationship between the divergence of farmer household livelihood assets and demand of rural land assets assessment were analyzed. The results are shown as follows. 1)There is a strong coupling between the differences of the farmers’ livelihood assets and the demand of the land assets evaluation.2)Livelihood assets gross showing increasing trend in general from pure farmers to non-agricultural households.Showing in space as the farther away from the county seat of distance, the lower the Livelihood Assets are.3)The requirements of rural land assets assessment increase gradually from pure farmers to non-agricultural households, from remote mountain areas to suburban areas.4)Natural assets and the requirement of farmers land assets evaluation were negative effect, other assets showed a positive effect. There is a big difference between the influence of each specific Livelihood Assets index to the demand of farmers land assets evaluation.Based on the above research, it is recommended to carry out rural land assets evaluation which suit one’s measures to local conditions, promoting the service system construction of the rural land assets assessment orderly.(3)Analyse the risk of rural land assets assessment market. Discussion the risk of rural land assets assessment market and establish the effective prevention and handling mechanism, which is an important measure to accelerate the improvement of modern land market system and balance urban and rural development. Based on the research method of literature review and social survey, the authors of this paper employ methods of PRA, Brainstorming and Delphi to diagnose and identify the risks, the risk indicator system is constructed, FAHP is used to measure up the importance of risk factors for rural land assets assessment market of China. The results indicate:(1) the risk of rural land assets assessment includes market mechanism risk, market policy risk, market supervision risk and market technical risk.(2) market mechanism risk is the maximum contributing factor for the system of rural land assets assessment, which explains 35.27%.
