Study On Industrial Transformation Of Resourc E-based City:A Case Study On Huainan City

Thirty years after the reform and opening up, some resources-based cities have to face with the dilemma:natural resources have been exhausted and city is falling into recession. To overcome this difficulty, there are many studies on city transformation. Research on resource-based city transformation have significantly importance, it can help in the following areas:ensure the stable supply of energy and resources, maintain healthy and sustainable development of the national economy, deep reforming and build a moderately prosperous society.Previous studies focus too much on the industrial transformation of resource-based city. As for environmental protection, changes of government function, social security and other aspects of management, these authors didn’t pay much attention. Therefore, there is little experience on successful city transformation. In view of the importance of this issue, it is necessary to exercise a comprehensive and holistic approach to research. Besides, this issues is closely related to industrial economics, ecology, geography, public administration and sociology, it’s quite systematic and complicated. This paper summarizes the relevant research results both home and abroad, and provide new insight:to make resource-based cities successfully restructuring and development, we need not only focus on sustainable development of industrial economy, but also take into consideration of city’s environment, government and social services, by means of different perspectives to research these cities’ strengths and weaknesses, and finally find a more suitable solution. Another innovation of this paper is that we point the characteristics that make Huainan City as resource-based city. With the help of comparative method, we have a clear knowledge about the position of coal and electricity industries in this city, give a path which takes advantages of existing strength, and provide a reference for the development.With this study, we think the key to the transformation of resource-based city lies in the following aspect:combined with practical factors, with use of local comparative advantages achieving, the improvement of social services, transformation of government functions and a good environment. As for Huainan, we should make effort in the following areas to achieve the transformation:actively and steadily push forward the development of the coal industry; strengthen mine ecological environment protection and management; vigorously develop modern coal chemical industry; create distinctive cultural tourism, adjust and optimize the City Layout.
