As the Forth Session of Sixteenth Communist Party of China put forward the proposing of "Building Harmonious Society", building harmonious labor relations, which is the foundation of a harmonious society, has become an important issue on the agenda. After twenty years’ revolution, private economy has overcome the shortages in weak foundation, and changed into an important part of national economy. However, as the existence of self-weakness, it is hard for private enterprises to balance the benefits among society, companies, and employees during the process of maximizing benefit. The conflicts of labor relations will become more obviously as the accelerating developing process of private enterprises. Private enterprises provide thousands of positions for employees every year and have occupied an absolutely necessary composition in socialist market economy. The condition of labor relations among private enterprises directly decides the development of harmonious society. We should pay more attention in the building of harmonious labor relations among private enterprises. The key to solving the problems is to find the evaluation method for the labor relations of private enterprises.With the help of foreign experts’ articles in building reasonable labor relations evaluation system and the analysis results about the influence of inner factors for private enterprises’labor relations, based on the labor relations management theory and organizational justice theory, after seriously considering every link of labor relations, this essay initially forms a evaluation system with 6 first-class criteria and 52 second-class criteria in the interests of working people. Second, this essay combines the theoretical construction with personal interview and questionnaire to screen these indictors, using the distinction analysis and relative analysis method. Third, this essay weights the qualified indictors with factor analysis method. Finally, this essay builds an evaluation index system for private enterprises’ labor relations. The evaluation index system totally contains 6 first-class criteria and 37 second-class criteria. In order to test the practicability of the evaluation index system, this essay uses it to evaluate three private enterprises in Tianjin about the degree of harmony of their labor relations, and comes up with several solutions based on the findings.This essay has three following innovations:(1)Based on the actual analysis of labor relations of private enterprises in Tianjin, this essay establishes private enterprises’labor relations evaluation system, which enriches the study of labor relations and adding the regions’ characters. (2)In order to make the results more systematic, hierarchy and perfect, this essay divides the labor relations into two categories, the transactional labor relations and the developing labor relations, which is based on the Herzberg’s two-factor theory, and researches their harmony level separately. (3)Based on the systematic evaluating results about private enterprises’harmonious labor relations in Tianjin, this essay summarizes the un-harmonious factors and comes up with solutions to fix them. Meanwhile, the reasonability and practically of constructed evaluation index system has been verified by the research analysis, which provides a theory support for future construction of harmonious labor relations.
