Study On The Countermeasures Of The Five Central Asian Countries Take Advantage Of Mineral Resources In Xinjiang

Generally, the current economic development of Xinjiang is a type of "resources pushing" economic model, mineral resources and its related processing products account for a large proportion in the whole Xinjiang industrial output value, and play an important role of promoting economic development of Xinjiang. At the same time, Xinjiang mining economic development are facing some difficulties. With accelerating industrialization and urbanization of China, mineral resources consumption is growing rapidly, external dependency of bulk mineral is increasing fast. Resources shortage is not only becoming the "bottleneck" of economic development in Xinjiang, but also seriously affecting the overall resources strategic security of China. Xinjiang as the bridgehead of opening to the west and national energy channel of China, it is interlinked with the central Asian countries in geological, economic complementarities, same nationals, open policies, est., which lay a foundation for using mineral resources of five central Asian countries to developing Xinjiang mining economy.This paper introduced the advantages of mineral resources situation and investment environment of the five central Asian countries, and analyses the difficulties and reasons of Xinjiang facing when using resources of the five central Asian countries, and puts forward practical and feasible countermeasures and suggestions, which may help in promoting the resources cooperation level between Xinjiang and central Asian countries. The research of the paper may also has certain reference and helps in how to taking advantage of central Asia countries’ resources to developing Xinjiang’s mining industry.The main content of the paper are as follows:Firstly, the paper analyzed the advantages and potential of cooperation between Xinjiang and the five central Asian countries in superior resources. on the basis of comprehensive analysis of the resources stocks of the five central Asian countries, the paper stated from geography, cultural, history, nationality, policy of Xinjiang to the current situation and characteristics in using superior resources of the five central Asian countries, which concluded that Xinjiang have unique advantages and potential in exploitation and utilization of superior resources in the five central Asian countries. Meanwhile the cooperation with central Asia countries will promote Xinjiang’s economic and social steady development, and guarantee the security of national resource strategy.Secondly, The main difficulties and reasons that resources cooperation between the Xinjiang and the five central Asian countries were researched in the paper. Through data access, data comparison, visiting survey, expert interviews and other forms, the paper sorted out systematically the basic situation and the prominent difficulties of Xinjiang and the five central Asian countries in resources cooperation, analyzed the deep causes of the difficulties.Lastly, the paper came up with some suggestions that how to establish policies to take advantage of superior resources in the five central Asian countries to develop Xinjiang’s mineral economy. Some constructive and practical suggestions were proposed in the paper for how to promote cooperation between Xinjiang and the five central Asian countries. Base on the request of “establishing a stable supply-demand relationship, ensuring energy security” which proposed by local government, the suggestions may have some reference value for building strategic development policy of cooperating with the five central Asian countries and accelerating sustainable development and utilization of resources in Xinjiang.
