Since twenty-first century, there are more and more fierce competition between the different industry. After the government planning for twelve five, Energy conservation and emission reduction, adjustment the industry and so on, are all showed out; that makes the business environment becoming more and more complicated, and competition more fierce. Thus in the supply chain, purchasing management becomes the important factor, and also has great influence for the company, whether can get the advantages in new surrendings.In supply chain environment, we can study L company’s purchasing rules and its process with the theories on Purchasing management, it can help find the problems on purchasing, it can be more helpful on L purchasing efficiency factor; helpful for its purchasing management level.This paper introduces the whole conditions of L, first it introduces the basic theories, such as the supply chain management, purchasing management and process readjustment; and also expresses the peculiarity of purchasing management and purchase models; then with ASME method, we can find the abuse on its purchase and the process, we can optimize L’s purchase management from optimizing its inner purchase process, enhancing its materials management, better the relationship with suppliers, also to building the tactic relationship with suppliers; and also offer the suggestions on implement and support of L purchasing management optimization.After enhancing and better L’s some parts, we will get the optimization on purchasing process, the low cost on purchase, better the cooperation with our suppliers and conforming on data information management.It will make the theory of supply-chain management into our program. expect the methods and experiences, not only the positive utility for ‘L’, but also as reference in other enterprise optimizing purchasing management under the supply chain.
