As China’s urbanization rate of 26.41 percent from 1990 to 2012 growth of 52.57 percent, our country urbanization has entered a period of accelerated development.this means that there will be a large part of the rural population from the countryside to the city.In order to solve this part of the farmers’ production and living needs, the demand for land of urban businesses and for housing is increasing. While our national conditions is densely populated, lack of land reserve resources, in urban construction land have been very limited circumstances, encroachment farmland became urban sprawl unstoppable trend. At the same time, early stage in rural areas due to lack of rational planning, residential layout confusing, covers an area of residential are increasingly expanding, serious waste of land, there have been situations occupation of farmland. Huge loss of arable land under urban and rural dual threat,a serious threat to the country’s food security, people and land conflicts have become increasingly prominent. Therefore, to carry out this study, finding measures to improve rural residential land intensive utilization, alleviating pressure on arable land protection, to meet the demand of urban and rural construction for land, and promoting the development of urbanization, prosperitying urban and rural economic and other aspects of great significance.In this paper, a review of the relevant year of Baoding Economic Statistical Yearbook and land survey data,sorting out the data of Baoding 25 counties(cities, districts) rural residential land intensive use evaluation. In support of the theory of sustainable development, location theory, theory of scarce resources, the land under the theory of diminishing returns, use of the system analysis, entropy method, qualitative and quantitative methods, take Baoding 25 counties(cities, districts) for example get on empirical analysis. The main contents include the following aspects:(1) Based on the IOS model, from the extent of land use, land investment intensity, land productivity efficiency, land use continuity four levels, combined with the specific situation of the study area,to determine the index, to build a rural residential land intensive utilization evaluation index system.(2) Analysis of the current situation in Baoding rural residential land size and spatial distribution. Study the time variation of residential land.(3) Baoding 2000--2012 years of rural residential land intensive utilization conducted a overall assessment of the time dimension.2012 25 counties(cities, districts) conducted a comprehensive evaluation of rural residential land space level.(4) Summed improve the level of intensive use of rural residential land measures.Conclusions:(1) Overall evaluation: ○1 Although the scores of Baoding Rural Residential Land Intensive Use had decreased, but the overall upward trend. From 2002 to 2012 13 years integrated value increased by only 0.1738, which in 2005, 2009 there has been a big increase, growth rates were 5.23%, 2.87%. Intensive Rural Residential Land score an average rate of 1.63 percent, Seen Baoding intensive utilization of rural residential is a slow process,intensification level needs to be further improved.○2 Each criterion layer index data are also varying degrees of change. The value of the overall investment strength in a growth trend, the reason is that with the continuous improvement of science and technology as well as the cultural level,the capital investment in agricultural production technology and so continue to grow. The value of output efficiency ratio of nearly 2 percent a year, indicating output efficiency of rural residential land increased. The trend of sustainable land use values are stable to down and then recovered slightly, we can see the value of continuing the status intensive start to decline slightly in 2002, down to 0.4529, it began to rise in 2009 and year after year, explained the development potential of rural residential land is very high.(2) Comprehensive evaluation:○1 The comprehensive score of Baoding counties(cities, districts) of rural residential land is low, the average value is only 0.98, in intensive use of land not normally category. Visible, Baoding the overall and 25 counties(cities, districts) of rural residential land intensive use of low level,greater consolidation potential. ○2 Significant regional differences of rural residential land level of intensive utilization of Baoding the counties(cities, districts), the highest and the lowest comprehensive score of Zhuozhou City laishui difference 0.55, affected by differences in topography,this is closely linked with the counties(cities, districts) degree of social development, economic and technological level and the degree of emphasis on governmentInnovations:(1) In the aspects of research perspective, currently systematic study of rural residential land intensive use is still relatively small. This article based on IOS model for the first time into the concept of sustainable development among land intensive use evaluation index system of rural settlements, a more comprehensive evaluation, analyzing more thoroughly measured, the results more perfect.(2) In research methods, more emphasis science will be the first to evaluate the use of entropy method in this study to determine the index weights. Index weights determined by the weight of this objective weighting method is more scientific, evaluation results are more reasonable and realistic.
