As the cultural soft power has become an important battle field of superpower game, culture has increasingly highlighted its function to administrative organization. It has become the urgent needs of the reality to gather strength, unit people with advanced culture, and provide a more powerful safe guard for the center work of the administrative organization.Customs culture, which belongs to the culture of administrative culture, is the industrial culture with the professional characteristic of customs that was formed along with the development of history. And it is the summation of various material forms, conduct codes, management system, values and professional ethics which are accumulated in long-term customs practice. Moreover, it is the highest goal, value standard, basic beliefs and conduct code obeyed by all the customs officers.’People oriented’ is the principle or method that thinks people as center, main body, scale, power, and fundamental purpose. Basing the dialectical analysis of relationship between ’culture’ and ’people oriented’, this study points out that it must follows the people-oriented principle in constructing customs culture. It also puts forward the fundamental requirements and strength of customs culture construction.At the same time this study makes Y-customs as an example, through carefully designed questionnaire in combination with field survey, it summarizes the Y-customs experience of culture construction for reference, analyzes the current situation of the cultural construction and existing problems, which should strive to avoid or solve in customs culture construction.As to deepening the customs culture construction, which should play an important role in reform and development of the customs, this study proposes countermeasures as follow:to establish people-oriented cultural value; to promote people -oriented full participation; to improve people-oriented culture system; to concise people-oriented core values; to create people-oriented characteristic culture.
