Study On Project Evaluation System For Telecom Operators’Innovation Center

Currently, the world is experiencing an explosive growth in the mobile Internet area, which poses a threat to telecom operators’ traditional services. Under such a competitive circumstance, telecom operators have to transform their business model and shift to some innovation services especially those related to mobile Internet, in order to maintain its competitive edge in mobile Internet area. Therefore, most telecom operators have built their own innovation center to provide support for some mobile internet innovative project, aiming at incubate successful mobile Internet application products which can serve as a new growth engine in mobile Internet market.However, in order to promote successful incubation, the foremost question is to select promising innovative projects for the innovation center. So an effective evaluation system is required to screen those startup projects, and only those with feasible ideas and a workable plan can be admitted in the innovation center. Therefore, this paper aims at building an effective evaluation system for the purpose of screening and selecting promising projects for telecom operators’innovation center. And in order to ensure more clear illustration, this paper will take the innovation center of China Telecom as an example.Based on literature reviews, investigation and evaluation modeling as well, this dissertation focuses on the following aspects:(1) Based on experience of project evaluation from VC, decide the procedure of project evaluation which includes both preliminary screening and comprehensive evaluation.(2) Analyze the characteristics of startups in mobile Internet area, find out factors that influence the success of mobile Internet innovative projects and then establish an indicator system based on literature studies and empirical research.(3) Based on the above indicator system, construct evaluation models to screen projects that apply for admission to the innovation center.(4) Apply the above evaluation system into a real case to demonstrate feasibility of the evaluation system.The evaluation system built in this paper will contribute to the effectiveness of projects evaluation for telecom operators’innovation center, which will serve as a feasible and effective tool for the innovation center to select promising projects, thus making for more successful innovation incubation.
