Since the Third Plenary Session of the Eighteenth Central Committee, held in November2013, farmland circulation policy has been put into execution. Farmland circulation is an important part of the ongoing reform and it enters a bright period under relevant policies. Farmland circulation has a positive meaning for improving the efficiency of market for land allocation, improving farmers’legitimate rights and interests and modernizing the agriculture soon, so it is favored by the market. Farmers’behavior of farmland circulation is affected by different factors, so their willingness and decision to farmland circulation are also different. Therefore it is of great importance for us to study farmers’behavior of farmland circulation and its influencing factors.This paper bases on the research of rural land institutional transition, farm household economic behavior and farmland circulation behavior, combines with the actual situation of Maqiao Subdi strict in Haining, Zhejiang province, investigates questionnaire survey of farmers, proposes research hypothesis on the basis of theoretical analysis, uses statistical software SPSS19.0to construct Logistic model and carry on an empirical analysis, and tries to find out the influencing factors which effect farmers’behavior of farmland circulation (including land outflows and inflows) in the areas such as Maqiao Subdistrict in Haining. The results indicate that farmers’ characters (including householder’s age, educational attainment, jobs and cognition) and policy and economic environment (participating in old-age insurance or not and support of relevant policy) greatly influence farmland transfer, and farmers’resource endowment such as agricultural income also influences farmers’willingness of farmland circulation to some extent. In sum, there are lots of factors in farmers’family characteristics and the external environment which effects farmers’willingness and decision to farmland circulation. So it is necessary to further improve the system of rural farmland circulation, such as speeding up the pace of reform in farmland circulation, strengthening policy support and guidance, perfecting service system of farmland circulation, innovating transferences of land usufruct, supporting the big household of farmland circulation and perfecting the rural social security system. It will help to promote reform of farmland circulation and improve the relevant work.
