The process of industrialization has improved our need of crude oil, addingwith the limited quantity of domestic crude oil, which has led us to purchasingproducts overseas. As a typical petroleum enterprise, Sinopec’s overseaspurchasing strategy has a direct impact on the degree of Chinese meeting-needfor crude oil. Therefore, evaluating the performance of Sinopec’s overseas crudeoil supply chain objectively and scientifically is strategically meaningful forfinding out the problems and optimizing Sinopec’s overseas crude oil supplychain.Sinopec’s overseas crude oil supply chain is complex, and its presentproblems comprise of deficiency of import source, diverse kinds of storage andtransportation problems of crude oil, and imperfection of enterprise’s globalfitness. In order to solve those problems, firstly, the paper conducted analysis ofsupply of Sinopec’s crude oil, and studied operation situation and performance’sfactors of Sinopec’s crude oil supply chain. Secondly, abiding by specific rules,influencing factors of the crude oil supply chain were listed and studied. ThenAHP, correlation analysis and principle component analysis were adopted toconstruct the performance evaluation index system with the relative statisticalwork of software EXCEL2010, SPSS18.0and MATLB7.0. Thirdly, the data ofSinopec’s overseas crude oil supply chain were applied to inner-benchmark toevaluate the Sinopec’s overseas crude oil supply chain’s performance and thefinal results were calculated.The final results showed that, the performance values of Sinopec’s overseascrude oil supply chain were0.6165and0.6577respectively in2012and2013,indicating that the performance of Sinopec’s crude oil improved a little. In theresearched period, the performance of the Middle East was highest, and the one of Russia, Southeast Asia, S.&Cent. America and Africa decreased gradually.The performance of the degree of strategic collaboration lied first, and the one ofthe degree of political harmony, the capability of resource remaining, supportingfund, the purchasing quantity and the degree of meeting the demand declinedlittle by little. Based on the evaluation results, improving recommendations wereproposed accordingly by law of diminishing marginal returns, which implied thatAfrica and the degree of meeting the demand should be paid more attention.
