Currently, as technology of telecommunication has been more developed, IT companies tend to be bigger and bigger, meanwhile telecommunications companies are facing increasingly complex and difficult industry environment, for dealing with challenges and enhance overall competitiveness, after put forwarding the corresponding transformation strategy, how to enhance effectiveness of the strategy is necessary for telecommunications enterprises. However, with respect to the traditional static, the changing external environment makes the effectiveness of strategic implementation reduced. In this paper not only dynamic strategy implementation of telecommunications companies have been studied in depth, but also the important factors which are affecting the dynamic strategy implementation are explored, including how these factors affect the dynamic implementation of telecommunications companies, thus providing the theoretical foundation on enhancing the strategic execution and control ability, competitiveness.This dissertation, through researching on theories of enterprise implementation and dynamic implementation capability and integrating actual features of telecommunications enterprise, establishes theoretical framework of influence factors of telecommunications enterprise dynamic implementation capability; develops scale and verifies it through reliability and validity analysis, and; uses data analysis to verify hypothesis, so as to provide a systemic and comprehensive idea and scientifically theoretical basis for telecommunications enterprise dynamic implementation capability as well as reference for future research.At first, based on analysis of internal and external factors that may influence telecommunications enterprise dynamic implementation capability, establish theoretical framework of influence factors of telecommunications enterprise dynamic implementation capability. Clearly illustrate influence effect of external factors (change of policy, technology and market) and internal factors (culture, organization, capability and resource) on telecommunications enterprise dynamic implementation capability; brings up hypothesis which are between external and internal factors, internal factors and dynamic implementation capability as well as dynamic implementation capability and performance of enterprise, and; finally, establish theoretical framework of influence factors of telecommunications enterprise dynamic implementation capability.After that, based on comprehensive analysis of influence factors of telecommunications enterprise dynamic implementation capability, develops scale of telecommunications enterprise dynamic implementation capacity and various variables of influence factors; meanwhile, analyzes reliability and validity of scale to make the questionnaire better.Finally, adopt data analysis to verify theoretical framework of influence factors of telecommunications enterprise dynamic implementation capability and the research conclusions are as follows:(1) relation between external environment and internal factors:Change of policy has significant positive effect on factors of culture, organization and resource with coefficient being0.24,0.19and0.16; change of technology has significant positive effect on factors of organization, capability and resource with coefficient being0.12,0.29and0.22; and change of market is effecting on factors of culture and capability with coefficient being0.29and0.24;(2) relation between internal factors and enterprise dynamic implementation capability:Factors including organization, capability, culture and resource are effecting on dynamic implementation capability with coefficient being0.38,0.32,0.24and0.13, among which, organizational factor has the biggest influence, capability and culture factors take the second place while resource factor has the slightest:Dynamic implementation has significant positive effect on enterprise performance with coefficient being0.45.In a word, it suggests that telecommunications enterprise dynamic implementation capability is influenced by external and internal factors, so that during management practice, enterprise shall focus on them. And telecommunications enterprise should improve dynamic implementation capability, so as to enhance own competitiveness in the dynamic environment and achieve higher market position.
