Because the formation and powerful of core competitiveness must rely on human resources, now the competition among enterprises is more and more turned to tatents Competition from products competition. The human resources of the modem enterprises has become the important guarantee in the enterprise development. As a result, Establishing human resources management system based on competency model has been common cognition for the enterprise managers.The author conform to the development trend of the human resources management, describe the relevant Study of the competence and the competency Model in terms of theory on the subject of competency Model. This paper objectively describes the process of the competency mode in J company when J company recruit college graduates, and make a research about the related problems in the way and the countermeasure when the competency mode apply to staff employment.The traditional recruitment often tend to stay in education background、knowledge level、 skill level and previous experience, not based on competency when making hiring decisions. Experience shows that the excellent person are not always people who have good knowledge and technical ability. According to the competency, recruiting activity will selecte the person who have competency and can obtain the excellent performance, not only the person who can do this kind of work. According to the actual problems in the J company’s recruitment process, this paper summarize the theory and application of the competency mode, and give the fundamental theory when competency Model apply in recruitment. Secondly, The paper has detailedly analyzed the defects in the J company’s human resources structure and the current situation and problems in recruitment, and the paper has also found the general competency model of college graduates through document survey and behavioral event interview etc,After that, based on the competency mode of the college graduates,The author has developed and optimized the recruitment system, designed the core structure behavior in the interview process in order to explore the practice significance when the competency model apply to enterprise recruit management.
