Under the background of global energy saving and emission reduction, electric power, as one of the most important and the most widly used clear energy, has a boosting need. The power generation is the source of the process of the power from generation to the end user, playing an important role in the power market. However, there is a lot of risk in the thermal power generation infrastructure project actual operations because of the large investment, long construction period, wide geographical span and other reasons in complex environment. So, reseach on the risk management of thermal power generation infrastructure project is very important.In this paper, based on the thermal power generation infrastructure enterprises, risk management and intelligent management system of thermal power generation infrastructure project was studied according to the ideas of comprehensive risk management, management process of risk identification-risk assessment-risk early-warning. The research contents reflected in the following aspects:Based on the analysis for definition of comprehensive risk management of thermal power generation infrastructure, this paper provided a model from the perspectives of target system, process system and methodology of risk management. Based on the core target system of risk management of infrastructure projet, this paper analyze the risk by establishing a work breakdown structure and a risk identification framework. Based on the risk identification framework, considering the effectiveness and the difficulty to detemine expert weight, the risk assessment model of thermal power generation infrastructure project was studied by combining with an expert group evaluation model and the idea of maximizing deviations and Choquet fuzzy integral algorithm. Based on the theory of risk management, the comprehensive risk warning model of thermal power generation infrastructure project was provided from the risk early warning in the whole process, the risk early warning in all the risk, the comprehensive risk early warning and the risk early warning in comprehensive organization. Based on the comprehensive risk warning model, the countermeasures of the project risk was studied in this paper. After all the research above, a risk early warning intelligent management information system was built by analysing the demand of the risk early warning intelligent management system, overall designing and detailed design the function of the risk early warning intelligent management system, based on the risk management process of risk identification-risk analysis-risk assessment-risk control-risk response.
