Investigation On The Implementation Of "Multiple Planning Integration" In Weixian Of Hebei Province

The problems existing in the contradiction between various plans in China are long-standing.Various plans are self-contained,difficult to coordinate,the approval process is not clear,and space control requirements are also different.In order to solve the conflict between various plans,the state has explicitly proposed to unify spatial planning standards and establish related mechanisms.Followed by the Hebei Province to promote a new type of urbanization work conference put forward the task of formulating the overall planning for county construction,and respond to the country's policy requirements.This paper takes Weixian County's" multiple planning integration"work as an example,and conducts a study on the " multiple planning integration "implementation countermeasures in Wei County through literature research,comparative analysis,case analysis and field investigation.This paper analyzes the status quo of Weixian County's various plans and finds problems in the implementation process.At the same time,it also draws lessons from domestic reform pilots that have more mature working experiences and combines the characteristics of Weixian County.Out of Weixian County," multiple planning integration" implementation measures.The research shows that:(1)Land use classification is the basis for the preparation of various plans.To reduce the contradictions and conflicts between "multi-regulations",the first step is to link the land use classifications of various plans.(2)Conduct a comprehensive comparison of the status quo of Weixian County's various plans,find out the factors that cause the imbalance between plans,and focus on analysis.(3)Study and study the advanced experience of domestic " multiple planning integration" reform pilots,and combine Weixian's own conditions to find ways and means suitable for the region.(4)By summarizing the problems existing in the various plans,a series of countermeasures for the implementation of a series of "multiple planning integration"have been formulated.The research significance of this paper is to explore the development strategy of"multiple planning integration " that involves cooperation,unified examination and approval,and joint supervision among various departments by studying the implementation countermeasures of "combining multiple disciplines and regulations"in Weixian County,and establishing a strategy that can be promoted.Replicable innovative achievements have made demonstrations for the whole province and even the whole country.
