The improvement of urbanization level and quality is promoting the urbanization of rural migrant population.A large number of migrant workers and newly employed college students as the main group of new citizens are making contributions to urbanization,but at the same time,they are also faced with more and more serious housing difficulties.In order to guarantee the housing demand of this "sandwich layer" group,the indemnification housing policy with public rental housing as the main body came into being.Since the Ministry of Housing and Urban-Rural Development issued the "Guidelines on Accelerating the Development of Public Rental Housing" in 2010,the public rental housing policy has been brought into the urbanization reform process as an important part of the affordable housing system.As a deputy provincial city in central China,Wuhan has actively responded to the call of the central government and introduced a series of public rental housing policies and management measures in line with local characteristics,so as to ensure the housing needs of the "sandwich layer" groups excluded by the traditional affordable housing,low-rent housing and other affordable housing.However,due to the lack of practical experience in the process of actual policy implementation,there are still some problems in the formulation and implementation of policy content,which does not give full play to its maximum effect.To evaluate the content and effect of public rental housing policy in Wuhan and analyze the existing deficiencies,problems and causes has important theoretical and practical significance for the adjustment and improvement of policy in the future.This paper collates and summarizes the literature on Wuhan public rental housing policy evaluation and public satisfaction evaluation,designs a questionnaire on Wuhan public rental housing policy satisfaction evaluation,and conducts field interviews and surveys on public rental housing residents,related housing security staff and experts.SPSS23.0(Chinese version)and Excel2013 analysis tools were used to process the survey data by descriptive analysis,exploratory factor analysis and variance analysis.The satisfaction analysis of the questionnaire mainly starts from the four dimensions of housing finance,housing construction financing,housing tax incentives,and housing management policies.On this basis,the evaluation index system of Wuhan public rental housing policy is established.The factor analysis method is used to calculate the weights of indicators at all levels,and finally the comprehensive score of Wuhan public rental housing policy satisfaction is calculated.The data analysis results show that:(1)the evaluation of public rental housing households in Wuhan is generally good in terms of policy satisfaction,and the residents have a high evaluation of the policy,which indicates that the implementation and implementation effect of the public rental housing policy in Wuhan can meet the needs of the guaranteed objects;(2)Using household age,family income and security population as classification factors,the variance analysis found that different ages and different per capita household income have significant differences in the satisfaction of public rental housing policy;(3)From the evaluation score of the secondary index,it can be seen that the satisfaction level of the four dimensions is unevenly distributed,and the satisfaction evaluation score is as follows:housing construction financing(1.213)> housing management policy(0.983)> housing finance(0.745)> housing tax incentives(0.632).Therefore,based on the evaluation results of satisfaction with the implementation effect of public rental housing policy,combined with the interview survey of policy satisfaction,this paper makes an in-depth analysis of the existing problems and causes of public rental housing policy in Wuhan City,and finally puts forward suggestions to improve the satisfaction of residents with the effect of public rental housing policy.It mainly includes: improving the laws and regulations of public rental housing,strictly implementing the access and launch mechanism of public rental housing,earnestly implementing the supervision and management responsibilities to optimize the content of public rental housing policies,and strengthening the system design;We should strengthen the publicity of policy content,broaden the financing channels of public rental housing,establish reasonable subsidy standards,and improve the living conditions of public rental housing to achieve policy optimization.
