With the advent of the era of knowledge economy, knowledge has become the most critical factor in today’s world, is the carrier of knowledge and talents, the competition between construction enterprises eventually evolved into the competition of human resources. Performance appraisal is the key link in human resources management, it is the important reference index for construction enterprises personnel decisions, pay for the enterprise provides the basis for decision-making and incentive mechanism, personnel training, and affects the realization of the enterprise strategic goals; Performance evaluation, on the other hand, because of much, multidimensional and dynamic characteristic, making performance evaluation is difficult to quantify scientifically for a long time. At present, the domestic research and practice of performance appraisal are insufficient, many construction enterprises performance evaluation or is too single, or become a mere formality, most remain in the qualitative appraisal stage, lack of scientific and quantitative appraisal system, cannot be effectively objective evaluation of the employee’s job performance, also it is difficult to effectively motivate staff work enthusiasm, eventually weakened the competitiveness of the enterprises. Of yunnan Y construction enterprises staff job performance for research, for enriching the basic theory of performance management, improve the level of the construction unit of the performance management, promote the fast and efficient development of the construction enterprises have strong theoretical and practical significance.Based on yunnan Y construction unit performance management objective facts exist many problems, in line with the research method of integrating theory with practice, put forward the problems in practice, to solve practical problems in the theoretical research. Y construction enterprises in yunnan province as the research object, and as the breakthrough point, in-depth study of the performance appraisal system about the theory of literature, in-depth analysis of objective the yunnan Y construction enterprise performance appraisal content, the characteristics of performance appraisal and the existing problems and causes, and on the basis of the construction enterprises in yunnan Y to design a set of complete performance evaluation system, in the end, the specific implementation and feedback mechanism is put forward through the research of this paper, the construction of our country enterprise establishing performance management appraisal system to get the following enlightenment: one must know fully the significance of performance management; Second, we must develop clear assessment criteria; Third, we need to choose scientific performance management approach; Four must strengthen the assessed and be assessed on both sides of communication and information feedback; Five should establish scientific job analysis; Six appeal to establish an effective performance management and audit system. All in all, this paper can fully combine theory and practice of performance management, in yunnan Y construction enterprise established a complete set of effective performance appraisal system, the performance of construction enterprises in the management provides a good reference.
