Study On Evaluation Of Green Development Ofyining Mining Area In Xinjiang

In recent years, China’s economy has maintained a good momentum of development, but there are also many problems, such as environmental destruction and waste of resources. Coal mining area plays an important role in the economic development and its development problems become even more prominent. The role of coal in the economy in the future for a long period will not be unimportant. Because there are limited coal resources in Central and East China and a serie of problems in the development process, the state’s coal strategy moves westward, and Xinjiang becomes China’s important energy replacement area and strategic energy reserve zone, coal resources in Xinjiang, especially in one of Xinjiang’s four key development mining areas, Yining mining area, will be exploitated on a large scale. The ecological environment in Yining area is very weak and the economical development is relatively backward, but coal mining in this area has a history of nearly a century. Coal mining has a serious influence on resources and environment, so the coordinated development of economy, resource and environment become increasingly concerned topic and green development of mining area is an effective way to solve this contradiction. Therefore, it is of great theoretical and practical significance to study evaluation of green development of Yining mining area in Xinjiang and improve the level of green development of mining area.Firstly, this paper illustrates reviews of relevant studies of green development at home and abroad, including connotation of green development, green development strategy or approach of mining area. Then the connotation of green development and green development of mining area is broadly defined and related theories of green development mining area, including green development theory, scientific development concept, sustainable development theory and systematics theory, are elaborated, which provides theoretical basis for the following empirical research.Secendly, the present situation and necessity of the green development of Yining mining area and are analyzed. Currently, not yet coal mining area in Yining has a good condition of green development and there are many problems in coal mining area, for example the destruction of the land and vegetation, soil erosion, water pollution and air pollution. Yining mining area must take the path of green development, which are needs of social and economic development, requirement of environment protection and the objective requirement of construction of “Beautiful Yining”.Thirdly, according to the research of evaluation index system of green development of mining area at home and abroad and the actual situation of Yining mining area, preliminary evaluation index system of green development of Yining mining area is built. After two rounds of expert consultation of an analysis of the questionnaire, evaluation index system of green development of Yining mining area is finally established, including three criteria layers, six sub-criterion layers and thirty-seven evaluation indicators. It uses linear weighted evaluation method and the subjective weight and objective weight are determined by trapezoidal fuzzy analytic hierarchy process and entropy method. The combination weight determined by relevent method was considered as the final weight, which makes establishment of the index weight more scientific. Adopted data for 2008 to 2013, the evaluation of green development of Yining mining area is carried out in order to know its green development level. We come to the conclusion that green development level of Yining mining area from 2008 to 2013 has increased annually.Finally, based on the empirical conclusions, according to the present situation of the green development of Yining mining area and evaluation result of criterion layer, suggestions of enhancing the level of mining area green development are presented. Yining mining area should promote regional economic development and improve efficiency of green growth economy of mining area. Coal resources should be integrated and intensive produced. We should improve the ability of deep processing of coal resources, extend the coal industry chain and construct of new coal chemical industry base. According to the experience of advanced countries, we should establish an effective mechanism for ecological compensation. Taking the advantage of the policy, we should increase the intensity of green development support of mining area.
