Study On Project Management Optimization Offujian Agricultural Industrialization

Agricultural industrialization is a production of rural economic reforms, and also is a major innovation of agricultural management system in china. Financial supporting of Agricultural industrialization can direct peasants to market gradually and solve the problem of large-scale agriculture, so it is the only way to realize agricultural modernization and increase the peasants’ income. Through 20 years of steady development, agricultural industrialization has achieved some successful effects in china, and is entering an important period of development and promotion. However, with increase in the number of agricultural industrialization projects, the financial supporting types and project management models of agricultural industrialization have been enormously changed, which has brought challenge for management organization. Therefore, it will be of important significance in the research of efficient capital operation to promote the agriculture industrialization level.This paper first introduces the main theories of agriculture industrialization and focuses on the necessity and importance of financial supporting. Then the related policies of agriculture industrialization, including project management policies and financing supporting methods of China and Fujian Province during different periods has been discussed. Thirdly, taking Fujian Province as an example, the financial investment and its output of agricultural industrialization projects has been discussed in order to analyze the economic and societal benefit of financial supporting. Finally, Through analyzing the shortcomings of the project managements of Fujian Province, some suggestions of the public finance policy and project management policy has been put forward for this province.The main conclusion of this paper is as follows: First, “the weak quality” and “the public property” of agriculture determines the necessity that the government financial supporting and policy supporting in agriculture industrialization. Second, financial fund that has high gathering effect to aggregate central finance, provincial finance, city-county finance, enterprise funds, private funds and bank fund to get scale benefit, so it has remarkable economical, social and ecological benefits. Third, through the case study of the problems of Fujian agricultural industrialization management in four stages(preparation stage, declaration & reply stage, construction stage and post-mortem supervision stage), it can be seen that the meticulous and scientific management of Fujian agricultural industrialization should be improved. Fourth, according to the reality of agricultural industrialization management, the following countermeasure can be used: ①Favorable policy and social environment should be build to improve the incentive mechanism of leading enterprises and peasants’ professional cooperatives; A fertile policy environment should be created to ②improve the incentive mechanism of leading enterprises and farmer cooperations; Project performance ③management should be strengthened to improve the usage efficiency of financial funds. ④We should actively explore the newer and higher efficient project management.
