Chinese private enterprises relying on the policy of reform and opening, won the long-term rapid development, has evolved into the Chinese economy the new point and important component of socialist economy. Influenced by the world economy, China’s economic growth is downward, entity enterprise operating rate drop, and then based thereupon to retail business main pressure on development of private enterprises to our country. Private enterprises want to achieve development, not only rely on technology, also cannot leave the spirit of enterprise, the support of enterprise culture. The more complex economic situation, the more to embodies the spirit of enterprise, can test the enterprise values, the cohesion of the enterprise culture, also can reflect the value of culture, the culture is the soul of an enterprise, used to precipitate the spirit of enterprise.In this paper, the empirical study of the selected enterprise is one of the largest private business group XL group in Liaoning Province, through the systematic study of the enterprise business development and developing gradually mature enterprise culture development course, which brings the reconsideration of our to the enterprise culture construction process. In this paper, through summarizing the experience of XL private enterprise culture construction and the insufficiency, from the perspective of the actual situation, through the study of the local department store to do at home and abroad advanced department stores, comprehensive analysis, comparison and analysis of the problem, find out the reason, trying to provide our country private enterprise culture construction countermeasures and relevant policy recommendations and to play a demonstration role in driving the domestic department stores.
