Study On Training System Of A Small And Medium Sized Virtual Network Operator

This paper mainly studies on small and medium sized virtual network operator how to use the project management concept, especially human resource management theory of its system, and the idea of training system to set up their own training system, through the real case of ABC company building their training system.Since 2013, MIIT issued the "resale business commissioning scheme of mobile telecommunication", Virtual network operators industry has been growing concern of society. With the vigorous development of domestic communication industry, as a representative of the industry of knowledge intensive and technology intensive, virtual network operator also more and more attention to the importance of training. But for most of these virtual network operator, construction of training system is not perfect.ABC company is a typical small and medium sized virtual network operator in Beijing, it is mainly engaged in business of CPN and resale-based for large for large enterprises. Currently, ABC company is preparing for listing, so ABC company urgently needs a lot of professional staff who have good business skills, strong sense of innovation, and high overall qualities.At first, this paper investigates the ABC company’s development history and current situation of human resources, then analyzes the characteristics of different departments, understand training needs of each department through observation, questionnaires and interviews, selection and implement three different training programs: case share training in company, Y consulting company’sinnovation system training and new product training of operator, and summarizes the results and harvest of the training programs. Then according to the theory of project management, human resource management and training system, ABC company also needs to establish and improve the training evaluation system to effectively transform the training results. Finally, simply analyse the project risks when small and medium sized virtual network operator build training system. Hope the article is helpful for other small and medium-sized virtual operator to build their training system, especially with ABC company as an example.
