With the impact of the financial market competition and interest rate liberalization on traditional deposit and lending business of commercial banks, commercial bank financing business will become an important part of the bank’s revenues. Performance management system as an important part of commercial banks human resources management plays an important role in team building. In financial manager performance management system, for example. Financial managers is an important part of commercial banks as a link between customers and banks. By performance assessment system、performance feedback system, it help banks evaluate the performance and ability of Financial managers. Also it will encourage them to work hard.This paper based on performance management theory. Firstly, we discussed the different performance management theories and the latest research results. Secondly we introduced the performance management system on financial management of P bank, also we had a discussion of its defects. On the base of a discussion of other banks at home and abroad we make a proposal for P bank. There are there parts in our proposal: optimal assessment indicators, optimal management process and optimal security system. Last but not least, some effective measures were made for commercial banks in China and it is helpful for them.
