In Hunan province is a major grain producing areas in our country, the province’s agricultural development and the implementation of the strategy of food industry of our country food security play a huge role, in recent years, the province food industry in the development process of the difficulties and obstacles encountered in the growing.This article begins with concept of overall grain production capacity is defined, points out its characteristics, analyses some factors affect grain production capacity, mainly includes the advance of science and technology, infrastructure, natural resources, agricultural support, inputs, etc.; Next, this paper discusses the present situation of the comprehensive ability of grain production in hunan province, has carried on the thorough analysis from several aspects, including the structure of grain quality, output, yield, production, etc. Picked some quantifiable factors of influencing factors, and use them to build the production function model, when carries on the regression analysis, using EVIEWS software 6.0, and the model test, the test content including multicollinearity, heteroscedasticity, fitting, etc., after the inspection, for the overall grain production capacity in Hunan province to build the short-term and long-term equilibrium model. Finally, with the results of the study as a starting point, this paper puts forward some Suggestions and strategies, used to enhance the overall grain production capacity in the province, such as providing policy support, strengthen infrastructure construction, improve the level of agricultural technology, production resources protection, etc.
