Studies On The New Forms Of Employment Services From The Perspective Of Active Social Policies

A novel economic normality, economic increase varying from high-speed to medium-high-speed, has occurred in China since twenty-first Century, indicating the structural adjustment and dynamic switch of Chinese economy. It is difficult for traditional public employment services to adapt to new problems and meet heterogenized needs in the labor market due to new changes, such as decreasing in new jobs, increasing in structural unemployment and competitive aggravation in labor market, caused by this normality. Hence it is crucial to seek the methods to improve labor market vigor by using employment services under stress of economic downturn in China.The new forms of employment services,such as"enterpreneurship beehive" "Xiezhi Hotel"and "Zhejiang Youth Entrepreneurship Fund",are investigated through well-informed surveys and interviews in this study. Institutional arrangements and existing problems of current public employment services in China were analyzed in the perspective of active social policies based on surveys and interviews. Active social policies focus on efficiency of searching and matching in supply and demand of labor market, emphasize the active participation and potential development of laborers, create more job opportunities by means of social investments and social participation and highlight the sustainability of social effects.It is found that three supply-forms of employment services are in accordance with value connotations of active social policies by comparative analyses. These three new forms transferred resources-costing social services to wealth-creating positive implications, resulting in alleviating employment pressures in the labor market. Otherwise, how to sustain these policy efficiencies is still taken into account. The measures to build favorable employment service system are adjusting legal system circumstances regarding employment services, improving ability about supply main bodies of employment services, establishing investment environments oriented by social investments mainly, and realizing innovations of main bodies involved in public employment services.
