The Study On Ningxia Industrial Structure Optimization

There are more increasing contradictions about the industrial structure in Ningxia with the economic development into a new stage. Ningxia economy has many urgent problem to be solved, such as how to transform the way of economic growth, release the potential of economic growth and maintain sustained and healthy economic development. In view of these problems, how to transform the industry to improve the quality and efficiency of economic development in Ningxia is the focus of the current economic development. The optimization of industrial structure is the key to change the quality of economic development, the purpose is to make the industrial structure into the power of economic growth.Based on the theory of industrial economics, the paper takes the industrial structure of Ningxia as the research object and makes a deep research on the industrial structure of Ningxia by using the 42 sector flow chart of 2012 Ningxia input-output table. First of all, by comparing the industrial structure between Ningxia and other provinces in the Northwest and measuring the upgrading and rationalization of the industrial structure in Ningxia, it draws a conclusion that Ningxia industrial structure main depend on the second industry and tertiary industry is steadily developing. Compared with China and other provinces, Tertiary industry in Ningxia accounted for the share of GDP is higher than northwest of other provinces but lower than the average level of China. The industrial structure in Ningxia is transferring from second industry to tertiary industry. Secondly, according to measuring the supererogation and rationalization of the industrial structure in Ningxia, it found that the supererogation of industrial structure in Ningxia is well, the rationalization of industry is higher than others. By another analysis of the 42 sector input-output table in 2012, it found that the main industries in Ningxia are the construction, energy, chemical and other high pollution, high energy consuming sectors. And then use the input-output analysis to the input structure and output structure and relational degree of industrial departments in Ningxia, it found that Ningxia’s main industries have many problems, such as additional value is low, weak profitability, low level of export industry, industry chain extension is not enough features. Then on the basis of this research, according to the characteristics of various departments and the current situation of industrial structure in Ningxia and problems within the industry, it built the industrial structure optimization model in Ningxia, the model takes the optimization of industry in Ningxia as the goal, with the labor force, capital investment, energy consumption and water consumption as the four constraint conditions, then it uses GM (1,1) model to predict the change trend of the three industries in Ningxia from 2016 to 2020. Finally, it puts forward the policy recommendations on the future development of the industry in Ningxia to promote the quality of economic development in Ningxia.
