China is the largest developing country. This is due to rapid and stable development of C hina’s social and economic in recent decades. And it was also inseparable from development. From the perspective, the development of sustainable agriculture is bound to become a strong guarantee for our social and economic sustainable development. However, it was severely over-exploitation and destruction of man-made pollution for agriculture-related land resources, water resources, natural grassland resources in the decades of agricultural development. It was under control and several kinds of ecosystems improved to varying degrees under the highly centralized and all levels of government, but still did not get the treatment from the roots. Water shortage is one of the most important factors restricting C hina’s modern agricultural development, and the total and per capita volume is far below the world average. Based on above mention, author researched the issue of water shortages severely constraining the development of agricultural industrialization in Wuwei C ity. He wanted to explore how to optimize the structure of water, rational development and utilization of existing water resources, and also to find the problems and shortcomings in the process of formulating the industrialization of agriculture development. The main results were the following aspects:1. Since 2010, Wuwei C ity had achieved remarkable results by the main production mode of "facilities agricultural + Features horticulture". To 2014, the agricultural added value was 9.47 billion yuan, and the growth rate to 6% for Wuwei City, which was the first than other region in Gansu Province; The net income of farmers reached 7,834 yuan, an increase of 12.5%, which was the sixth of the province’s; The efficient water-saving technology was promoted 252.4 acres farmland in irrigated areas, water-saving 60 cubic meters per mu, and water-saving agriculture more than 150 million cubic meters.2. The evaluation results of the status of agricultural water use in Wuwei C ity showed that:(1) It was a high degree of water resources exploitation for Shiyang River Basin, but the low for Datong Yellow River Basin and Jinqiang river;(2) The water resources were low economic efficiency by most of limited water resources for irrigation;(3) it was more larger scale for agricultural water, and more irrigation technology behind, and unreasonable planting proportions for all kinds of crops.3. The problems water resources utilization in Wuwei C ity were the impact factors overweight of the presence of man- made, lack of water regulation and storage capacity, aging disrepair of engineering facilities. In the future, we should focus on the following measures to optimize utilization of water resources:(1) There should be an accurate assessment of the carrying capacity of water resources to maintain the sustainable development of ecological agriculture;(2) Develop water-saving agriculture.In summary, it is a priority of the current agricultural water resources for sustainable development to ease the contradiction between water supply and demand in Wuwei C ity agriculture. O n the one hand, natural factors affected agricultural water resources; on the other ha nd, it had been serious lack of over-exploitation water resources. And they must positive develop the modern agriculture, water-saving agriculture facilities and other measures to enhance the utilization of water resources and ecological protection.
