Analysis On The Impact Of Basic Public Service Policy On The Urban-rural Income Gap In Gansu Province

Since the reform and opening up, the economy of Gansu province has been growing rapidly, and the life of the people has been greatly improved. With the rapid development of economy and society, the urban-rural income gap in Gansu province is gradually narrowing, but there is still a high level of income gap between urban and rural residents in Gansu. An economy maintaining proper urban-rural income gap is the source power to maintain the economic vitality, but too large urban-rural income gap is bound to undermine the social stability and development and hinder economic growth, which is not conducive to the realization of a comprehensive well-off society and construction of harmonious society. Among many factors that affect the urban-rural income gap, the basic public service is undoubtedly one of the most important one. It’s believed that an important reason for the expansion of urban-rural income gap is the difference of urban and rural basic public service which depends on the orientation of the policy of basic public services, namely when the basic public service policy is in partial to the countryside, it is conducive to narrowing down the gap of urban-rural basic public services. On the contrary, it will enlarge the gap between urban and rural basic public services. This paper, based on this cognition, studies the influence of the basic public service policy on urban-rural income gap.This paper is divided into five chapters: The first chapter introduces the research background and significance, the domestic and foreign research status, research ideas and methods, and the innovation and deficiencies for the paper. The second chapter firstly introduces the related concepts and theories of the basic public service and the urban-rural income gap, and then constructs the theoretical mechanism for the basic public service and policy that influence the urban-rural income gap. The third chapter analyzes the current status of Gansu urban-rural income gap and the basic public service. The fourth chapter analyzes the influence of the basic public service policy on the urban-rural income gap in Gansu province by constructing an empirical model. The conclusions of the research are as follows. First, before the equalization in public service, there is a positive relation between the public service financial investment and urban-rural income gap, i.e., the improvement of the overall level of basic public services will expand urban-rural income gap; after the equalization in public service was proposed, there was a negative relation between the fiscal investment of basic public service and urban-rural income gap, i.e., the improvement of the overall level of basic public services will narrow urban-rural income gap. Second, the "12th Five-Year Plan of National Basic Public Service System" strengthens the role of the basic public services in narrowing the urban-rural income gap. In the fifth chapter, in order to improve the basic public service policy system of Gansu province and narrow the urban-rural income gap, this paper puts forward corresponding policy recommendations from the macro and micro levels.
