The paper focuses on the model of entrepreneurial base on the purpose of promoting the transformation and innovation of Liaoning entrepreneurial base model. It has a certain theoretical and practical significance to rich the research entrepreneurship and entrepreneurial base construction, promote "public entrepreneurship, peoples innovation" in Liaoning.On the basis of summarizing and sorting the related literature of entrepreneurial base model, and using the theory of academic research and investigation results, the paper analyzes the current situation and development trend of domestic and foreign entrepreneurial bases, summarizes the entrepreneurial base construction experiences, analyzes the current situation and the problems and their causes of small micro-enterprise entrepreneurial base in Liaoning Province. It is the reason such as the low level of marketization, inflexible institution and mechanism, inadequate carrying out policy that results in the serial problem of Liaoning entrepreneurial base such as monotonous construction mode, operation and management difficulties, less number of startups and poor growth.By theoretical analysis and empirical analysis, the paper studies the model innovation and their selection of Liaoning entrepreneurial base, particularly more specifically analyzes the three types and ten kinds of mode of small micro-enterprise entrepreneurial bases, systematically discusses the main objective and the mode selection as well as the basic principles to be followed of Liaoning entrepreneurial base construction, expounds that the government-leading entrepreneurial bases should be kept on promoting, at the same time, all kinds of private-leading entrepreneurial bases construction should be focused on promoting, and the mixed entrepreneurial base construction should be vigorously promoted.The paper presents that during the time of promoting entrepreneurial base model innovation process, Liaoning should promote local governments to create a favorable external environment, such as the venue, financing, financial, taxes, service and entrepreneurship training, etc., in order to provide strong security policies and regulations for the construction and model innovation of entrepreneurial base, at the same time, promote the entrepreneurial base in own market operation and enterprise management.
