As the key human resource management activity, performance appraisal is at the core position in human resource management system. Effective implementation of performance appraisal would be able to integrate the various functions of human resource management activities and to create a strong driving force and pulling power to improve individual performance and to improve organizational overall performance ultimately. In order to improve human resource management system in 2008, Shandong province rural credit cooperative should establish the new performance management and evaluation system to adapt to the development and to further deepen the human resource management reform to meet needs.This paper focuses on the existing performance appraisal system of Shandong province rural credit cooperative. Based on performance appraisal theory, this paper primarily to analyze the problem of the current performance appraisal system, and put forward the idea of developing new performance appraisal system, new step and new programs. This paper is divided into three main parts, the first performance appraisal related concepts, the main method, the theoretical basis of studies were reviewed; then analyzed by a questionnaire survey of the existing performance appraisal system of rural credit cooperatives in Shandong; and finally for the problems, designing new performance appraisal system. Designing performance appraisal system should be adapt to the development of the business and the continuous improvement of rural credit cooperatives, to adapt to the development of business principle. And the selecting of performance indicator should solicit views of different parties.This study is benefit for improving the performance management system and enhancing market competitiveness of Shandong province rural credit cooperative. At the same time, this paper has certain reference value to improve financial sector performance management theory and performance related reforms.
