The study followed national excellent talents training program in agricultrue and forestry and the implementation of undergraduate personnel training plan at South grain and oil Cooperative Innovation Center,through literature reseach,investigation and study,empiirical study and system analysis,systematically studied the top-notch innovotive agricultural talents training operation mechanism and implementation of strategy.Through the analysis of the historical and present situaton of Chinese and Foreign agricutural talents cultiwation,mining hisirical resource of top creative personnel training and learning practical experience from foreign,grasp the reform direction of the top creative agricultural talents.The study found that top innovative agricultural talents training comforms to the trend of social development and agricultural development mode change,has a strong market demand,also reflects the higher agricultural colleges connotative development.From knowledge structure,ability system,comprehensive quality defining the target state of top innovative agricultural talents,the article puts forward the new idea that the top-notch innovative agricultural talents must adhere to people-oriented,comprehensive development,ability development,and personality development,and make it clear the direction for the reform of outstanding agricultural talents.Emprical study of the Hunan Agricultural University agronomy specialty "LongPing innovation experimental class" shows that top innovative agricultural talents cultivation must build cooperative training mechanism,entry and exit mechanism and intensify the reform of personnel training process and the development of the quality assurance system,to structure the systematic top innovative agricultural talents cultivation of the implementaton of system.Comparative study of LongPing class and general agronomy class found that students in LongPing class and students in ordinary agronomy have no significant difference from the point of physical and metal health.The LongPing class's overall performance is better than that of general agronomy class,and the difference of individual performance in LongPing class is smaller.The comprehensive performance of all students in LongPing class are better.In term of invotive ability training effect,students in LongPing class showed a stronger innovative ability.The process of top innovative agricultural personnel training must have top-level design and strong educatonal resources to support.Teaching must implement the reform of diversified teaching and the learning process reform.,and fully develop the students' innovative consciousness,innovative thinking and innovative ability.
