The translation material of this translation project is Unconditional Cash Transfers in China:An Analysis of the Rural Minimum Living Standard Guarantee Program, which is published on the website of World Bank. This paper examines China's rural minimum living standard guarantee (dibao) program. It describes the dibao program, estimates the program's impact on poverty, and carries out targeting analysis, which finds that dibao provides sufficient income to poor beneficiaries but fails to substantially reduce overall level of poverty. Simulations of possible reforms to the dibao program are also provided, indicating that expanding coverage can potentially yield greater poverty reduction than increasing transfer amounts. In addition, replacing locally diverse dibao lines with a nationally uniform dibao threshold could in theory reduce poverty. The potential gains in poverty reduction, however, depend on the effectiveness of targeting.With Skopos theory as its guiding principle, the translation report totally includes four chapters. The first chapter elaborates upon the project background, objectives, significance and the structure of the translation report. The second chapter analyzes the source text and specifies the guiding translation theory. The third chapter describes the preparation work, the difficulties encountered and translation methods employed during the process. The fourth chapter summarizes the lessons and enlightenment gained and problems to be solved.
