Analysis On The English Translation Of Report On The Work Of The Government Based On The Three Principles Of Skopostheory

The annual Report on the Work of the Government(the Report)expounds the Chinese government's stance on a series of issues and offers its work guidelines.The function of the Report is to convey the government's work in every way so that readers at home and abroad can understand China's national conditions and the work of the Chinese government.Therefore,the quality of its translation directly affects the state image of China and even the slightest mistranslation could affect national interests and even international relations,thus posing high standards for the translation.Skopostheory is a new type of translation theory proposed by German translator,Hans J.Vermeer in 1980s.Unlike previous translation theories that highlight equivalence,the skopstheory focuses more on the intended effect of the translated text in targeted context.The skopostheory has three rules,which are the skopos rule,the coherence rule and the fidelity rule.This paper intends to analyze the Chinese and English versions of the Report by applying the three rules.To be more specific,the author will apply the skopos rule to analyze the acceptability of the translation of linguistic and cultural aspects;apply the coherence rule to assess chapter and sentence translation and apply the fidelity rule for the translation of words and rhetoric in the Report.Altogether 267 pieces of data have been collected and based on the three principles,there are 102 pieces in accordance with the skopos rule,including Active vs.Passive,Dynamic vs.Static,Reiterative vs.Substitutive,Hypotaxis vs.Parataxis and Chinese characteristic words.Forty two are under the coherence rule,such as Tense and Modal,cohesion,message arrangement and zero-subject.For the fidelity rule,there are 123 pieces of data,including addition,omission,four-character words,etc.After analyzing on the Chinese and English versions of the Report,the author found that under the guidance of the skopos rule,linguistic and culture difference can be resolved through using various phrases for repeated parts and utilizing liberal translation for cultural vocabularies;guided by the coherence rule,reading difficulties presented by sentences or chapters can be eased through adjusting verbose sentences and adding tense or mood;when complying with the fidelity rule,the accuracy of the translated text can be improved through vocabulary changes.In conclusion,the three rules of the skopostheory offer sound theoretical guidance to the translation of the Report.The English translation by Xinhua news agency,of certain reference significance,complies with the three rules and provides relevant strategies for the English translation of such genre.
