Although some public facilities can improve the quality of life of the public, but because of its negative externalities by facilities surrounding the opposition and even fight, foreign scholars call this phenomenon Not In My Back Yard, domestic scholars translate its into NIMBY. Due to NIMBY involving multiple stakeholders, its causes and extremely complex,the government in dealing with the NIMBY often get into trouble. Therefore, research on this social problem from the perspective of multi-center governance theory in-depth system has strong theoretical significance and practical significance.This article take polycentric governance theory as the analyzing tool, combining with the guangzhou panyu garbage incineration power plant event points out close to avoid the outbreak of the conflict not only harm the interests of enterprises and the public, and not conducive to the government and the reshaping of expert credibility, but also harmful to the construction of a harmonious society. Due to the lack of government conflict prevention mechanism, enterprise self regulation consciousness is not strong, the third sector development is not mature, the news media lack of social responsibility to fulfill, experts in deep crisis of confidence, the public political participation ability is not strong, lead to difficulties polycentric governance adjacent to avoid conflict. Multiple subject at home and abroad in order to solve the out of the predicament, to experience from the adjacent to avoid conflict, foreign legislation in South Korea for typical location mechanism and the public participation mechanism, the domestic democratic decision-making in xiamen and Taiwan golden feedback system, analyzes their advanced practice, and to set up a sound system of adjacent from the facility location related, strengthen the communication with the public consultation, build a reasonable compensation mechanism of enlightenment.
