The Research On Present Situation And Countermeasure Of Chinese Military Facilities Protection

Military facilities is the important material basis of army foundation and development, which is related to army foundation and national defense consolidation. It is very important to protect military facilities and effectively use military facilities. Recently, Chinese economic rapidly developed, the modernization of national defense improved progressively. Meanwhile, some new situation on destroying military facilities increased continuously, military facilities protection faces new opportunities and challenges. On August 1,2014, the new version of ?The Law of the People's Republic of China on Protecting Military Facilities? was put into implementation, which meant that Chinese military facilities protection was entering into a new stage.In this paper, we have summarized the research on domestic and foreign military facilities protection, and have analyzed the typical examples based on the references and real evidences. Thus, we have shown the present situation and main issues about Chinese military facilities protection. Finally, we have advised the available proposals and countermeasures.In my opinion, the situation of Chinese military facilities protection is totally stable, however there is still some serious problems. By means of collecting and sorting a large number of real materials, we have induced six types of typical problems, which include encroaching on military training area, destroying military electromagnetic environment, influencing obstacle free airspace, endangering immobilized military facilities, rendering up military facilities secrets, and hindering military vehicles. Then, we summarized several reasons about influencing Chinese military facilities protection, which include weak suffering consciousness, the lack of policies and regulations, the miscommunication between the army and civilian units, and outdated technology. Moreover, based on the present situation of our country, we propose several improved suggestions and countermeasures, which include strengthen the broadcast to protect military facilities, completing the laws and regulations, increasing the communication between the army and civilian units, perfecting the technology monitoring, and cultivating professional personnel.
