A Study Based On SWOT-PEST About Government Purchasing Of The Assist In The Pension Catering Services

Nowadays,with the aging situation of our country becomes more and more serious,the number of the oldest old,especially the empty nest elderly of our country has been increasing year by year,so how to provide aged serves of high quality and efficient is an urgent issue of our society.Our government has been made measures to improve the aged serves,for example provide catering serves,cleaning serves,health and medical care,etc.through government purchase.Among these aged serves,catering is the fundamental and elementary part,the government purchases is an efficient way to solve the problem of catering for the aged through attracting more social forces to provide and improve the aged serves.It is also useful for the implementation of public obligations,and can make important contribution to improve basic survival condition of the aged.Currently,there are many problems of the catering assistance of the aged serves: the contradiction between the narrow covering population and the increasing demand of the catering assistance of the aged serves;the imbalance between the abundant social catering resources and the deficiency of the supply of the catering assistance of the aged serves.Based on economics theory and the theory of public administration and combined the concrete condition of the pilot city,this paper analyzes the achievements and the problems of the government purchases of the catering assistance of the aged serves.This paper lays special stress on the key influencing factors of the catering assistance of the aged serves by using the SWOT—PEST model,and put forward practical advises to improve the catering assistance of the aged serves based on the strategy of “utilize preponderant,avoid disadvantage,seize opportunity,mitigate threat” according to existing problems.Based on the SWOT-PEST model,the author put forward several suggestions to improve the government purchase of the catering assistance of the aged serves: firstly,on the political level,improving the legal and institute system,clear role politically;secondly,on the economic level,widening financing channels and introduce competition;thirdly,on the social level,cultivating social organization and pay more attention to the talents cultivation;finally,on the technical level,improving evaluation and supervision.
