The Eighteenth National Congress Report, which post by the Communist Party of China, have put forward the comprehensive protecting of the marine ecological environment and accelerating the development of marine economy, in order to achieve the goal of building a strong marine country, the oceanic administrative department must have the ability of comprehensive management in protecting, developing, using, managing of ocean cause, While offering good public service. Locating in the center of the Bohai Bay, and becoming national marine economic development pilot area, Tianjin has good geography position, should be more positive to change the administrative management function of the government, innovating marine administration system, improving the marine administrative management mechanism, so that Tianjin marine industry and economy could be sustained and rapidly developing.This thesis briefly researches the basic theory of ocean management, draws lessons from foreign developed countries, comprehensively analyzes the current situation of Tianjin marine administrative management, identifies the uncoordinated and unreasonable problem, and then analyzes the reason.
